Kid Befriends A Handicapped Older Boy That Loves Baseball, American 70s Film

So this kid, I think his name was Billy, avoids the handicapped kid at first, but then Billy starts to like him. They become friends. Only scene I can recall is where Billy is invited to play baseball with some other kids. The handicapped guy wants to come along, but billy doesn't want to be seen with the handicapped guy. He says he can come, but he has to stay hidden. He's hiding watching Billy at bat and notices the pitches are high. "Swing high billy" he says. Billy strikes out and the other kids ridicule him. Billy gers mad and takes it out on handicapped guy.
