1970's PSA about stealing cars

I remember the beginning part you see a woman unloading groceries from her car and she leaves her keys in it. Then a group of teenagers show up, they are laughing and one kid is riding on the shoulders of another. They steal the car and I think they get in an accident. I'm not positive about the ending. I'm pretty sure it was about preventing your car from getting stolen

Where you in drivers ed when shown this, or was it on the news or tv commercial? What state were you in at the time seen? Many locals made thier own commercials
