British mom finds her teenage daughter murdered

It is from late 90's to early 2000's. It was a mother who found her teenage daughter murdered (someone else found the body and the police gave her the bad news). She was found on her school uniform on a kinda vacant lot (among trees and stuff). She was a "perfect" daughter and as the police couldn't find the killer, her mom started to investigate the murder herself. She started to seek for clues and investigate her daughter's life. Of course, the girl wasn't what her mother thought she was! The mother finds out that her daughter was involved with illicit stuff and with some Arabic men. I think she was involved with drugs and prostitution too (I am not sure). The mother begins to suspect the Arabic men, and she ends up getting to know a friend from her daughter's. This girl that the mother begins to be very fond of and kinda considering her as a daughter too, is the one who actually (by accident) had killed her daughter at the end of the movie. I do not know if I explained it well. I hope someone will be able to help me!
