Late 90's/Early 2000's movie with streetlamps going out in the end. (British or Irish Film)

I remember the end scene. There is a guy who is talking to us (the audience) and narrating the final segments of the movie and then we see a car driving down a strip of road where the streetlights on both sides are shutting off as the car passes.

I do believe that the streetlight thing happened a few times earlier in the film, but on a smaller scale. The movie was definitely European, but I believe either British or Irish and may have involved drugs.

It couldn't have been an american flick with a european lead?
That is very possible. I don't exactly remember where it took place. I just faintly remember the accent.
I honestly don't remember any Oliver Twist children in the film. But other aspects sound like they "may" fit. If I had to say for sure, then no that is not the film. I really feel like the main character was talking to the camera throughout the film, narrating.
Constantine and Vanishing on 7th street is where I want to start marking off...
