Hallmark channel drama 90s-2000s

A young woman falls in love with a slightly mentally retarded worker, who is often a target of verbal and physical abuse. Practically he's a slave.

The young woman becomes pregnant, she flees home and gives birth in a river. Her mother finds her later and takes the baby away from her. The rationale behind the mother's action is that she has another daughter, who is barren, which her husband-to-be doesn't know and the mother wants it to stay that way to secure the marriage. So the mother forces her barren daughter to pretend to be pregnant.

She manages to send the young woman (her other daughter) who is the actual mother of the baby to a mental institution so that she can't interfere with her mother's plans.

The young woman's name could be Maggie.

It's not The Magdalene Sisters (2002).
