An Apocalypse movie from the late 80s-early 90s; some power plant is being built that turns out to be the Beast from Revelations

I don't remember much other than one scene in particular.  The main character is an older man, and he's part of a company that is building a new plant or something over in the middle east. He is standing in front of a model depicting what the new building will look like, but then the lights go dim and he starts hearing a reading from the book of revelation about the appearance of the beast.  It starts describing the beast, and he realizes that the new power plant (or whatever they were going to build) matches the descriptions of the beast.  At a few points, the small model sized version grows a face and teeth. The old man realizes that the proposed power plant is actually the beast from revelation.  I think the old man also had a love interest of a much younger woman, and there was a sex scene between the two I believe.
