A 90s kids tv show similar to Dinosoars about human like sea creatures that live under the sea

The actors on the show wore face prosthetics / masks that made them look like human like sea creatures. It was from 90s, very similar to the show Dinosoars.

They lived under the sea.

Can you think of what any of the characters were supposed to be like crabs, fish, etc.? Was this british, american, or canadian?

Edit: sigmund and the sea monsters?
I think it was American. they wernt exactly sea creatures, more like actors wearing plastic prosthethetics on thier faces.

from what i remember they were orange, and on thier heads were like blown up plastic gloves with the fingers pointing up.
