Movie from the 80s about a spy that teams up with a family man.

I don't remember much about the movie. I thought it may have starred Chevy Chase but i did a search of his movies and none were of the one im looking for.

It might have the actor that starred in the 90s movie Beethoven's 2nd (i think his last name is Grobin) but im not even sure of that. But it may not star him at all.

All i can remember is about a spy that teams up for whatever reason with a family man. The male spy hides in the family man's garage, and is discovered by him.

An early scene is of the father going to a nearby bullly's house to try to retrieve his son's bike that the bully stole, but he doesnt get it back. I think it comes back later at the end of the movie.

The two team up and have to retreive something.

Im pretty sure this movie was from the 80s.
