scifi movie where guy gets chopped up by huge ceiling fan

This one has been hard to trace. I saw pieces of it as a kid. It has to be 80s or earlier. The only two scenes I recall are thus:

Two people in black bikers suits on some type of speedbike bolted to the floor doing some type of training where they are under a huge vent sucking air upward. Well, one of them unlatches the other guy and he flies up into the fan blades on the ceiling completely chopping him to bits.

Shortly after, a robot/cyborg malfunctions or gets possessed by an AI and goes berserk in a hallway, and I think they put it down by getting at it from the ceiling vents. Might have been a distraction for the aforementioned murder.
