This film about paedophile who is released from prison and his struggle to not re-offend resulting in his suicide.

It follow his life after leaving prison,firstly  living in a hostel and his fear of being seen anywhere near a child/children eg. parks schools etc.  and his own struggle within himself

In the end he finds his life and struggle too hard and commits suicide.

I think he throws himself over a stairway, but not sure of this fact.

Maybe it's "Little Children". There's a pedophile in this movie and he does committ suicide in the end.
Thank you for your answer but I am afraid its not the film, this film is about the sex offender and his struggle with life after he leaves prison, with not only the scrutiny he has to live under from the authorities but his own internal struggle.
Could be "The Woodsman"

After twelve years in prison, Walter arrives in an unnamed city, moves into a small apartment across the street from an elementary school, gets a job at a lumberyard, and mostly keeps to himself. A quiet, guarded man, Walter finds unexpected solace from Vickie, a tough-talking woman who promises not to judge him for his history. But Walter cannot escape his past. A convicted sex offender, Walter is warily eyed by his brother-in-law, shunned by his sister, lives in fear of being discovered at work, and is hounded by a suspicious local police officer, Detective Lucas. After befriending a young girl in a neighborhood park, Walter must also grapple with the terrible prospect of his own reawakened demons.
Many thanks for your help but in this film the offender has not got any friends or partner as far as I can remember. He lives a very lonely, isolated existence.  
Having said this both films you have suggested sound very good so I have ordered them from Amazon.

I saw this film a number of years ago on TV and it was so true to life, it felt like it had been based on a story. I was a therapist for many years working with  the prison service and probation,  This film gave a real insight in some offenders battles, and was really worth watching. I really wish I could find the mane of it
