Horror with apartment residents trapped with basement monster

2001-2010 film, box art had a scratch or black slime along a wall

Movie starts off with a party and couples drinking and socializing, some emergency splits them into small 2-3 person groups and they spread out throughout the apartment complex to 'investigate'

There is a creature (alien, mutant, monster) i can vaguely remember black tentacles who enters through the floor/sewer access of the basement/parking garage

I turned it off after about 45 min because the audio was horrendous (sounded like a sound stage - echoes) Cant find it since to show others how bad it was.

Oh and its not Quarantine or Rec but much like it

After a month of searching I FINALLY FOUND IT

The Blackout (2009)

now I will be able to sleep instead of thinking about the name.
