Early 2000's Movie: Mother/Daughter move around a lot, guy wins her over, mom wants to move but girl refuses, girl ends up drowning

Ok so the movie starts with a single mom and her daughter.  They move around a lot, I think it had to do with the mom and her insecurities - she always was borrowing her daughters clothes and trying to be younger.

The girl meets this guy who wins her over eventually but the mom doesn't really like him.  Some time later, the mom wants to move again and the daughter is PISSED OFF.  I think the daughter ends up staying for the boy, and either they break up or start fighting, because she starts drinking a bit.

There is a distinct scene I remember where there is a party going on in a field, the girlfriend is drinking in the bed of the truck.  The boyfriend approaches her but they have a fight i think.  The girl ends up drowning (probably bc she was drunk) and the guy finds her later.  

There is this side plot of this old man who's wife died and he waits by the train stop every day and dances.  At the end of the movie the guy goes and joins the old man

Not knowing is KILLING me, y'all.  It's American, and I watched it on Instant Netflix some  time in 2011

It sounds like "Mermaids"  , except there were two daughters, and the younger one almost drowned, but didn't.  

If not, maybe  "Anywhere But Here"
