Comedy that had a young guy with eyes tattoed to his groin area

It's from the early 2000s or the the 90s.
The characters were high school students or close to that in age and they were probably on a trip of some kind in nature.
The guy whom the title of my question refers to, made fun of girl who was wearing a breast enhancing bra of some kind and later in the story she took revenge by taking pictures of that guys eye tattoos while he was unconscious and posted them in school to embarass him.
Ironically, they got together by the end of the movie.
I would say it was a romantic-comedy.
