Animated Musical about a city controlled by robots, likely from the 90's

Okay, this one is a bit of a hazy memory for me, since it was back in the 90's, and I only saw this once.  It was an animated musical that I have since searched a few times for, only to come here.

From what I remember, it had a bit of a rock 'n roll soundtrack and was a musical .  The main character was a man who had a robotic arm, though it looked natural (it was one of the plot reveals in the movie, as he and his love interest were being chased by robots).

I believe they were trying to escape a domed city that was ruled, totalitarian style, by robots.  It was later revealed that the robots were controlled by a kind of nerdy parody (fat kid with glasses) who had a form of control pad.  There was a scene where a robot was being forced to pathetically smash itself to pieces as the bad guy laughed, forcing it to continue with said control panel/pad (like an RC controller).

Hope you can help, because I really want to see it again.

Maybe "Robot Carnival"?
I'm almost certain it was a western animation, though I'll have a watch and report back.  After all, it might be, and it looks interesting.
