Island mystery movie

This was a movie set on an island, or at least the main part set on an island. We see these two thieves try to rob this scientist who is trying to develop a formula to produce energy from plants. One guy downloads the data to a portable hard drive. After they do this they toss the scientists' laptop in one of the tanks to destroy the experiment, but just as they are leaving the police arrive.

P.S the island is accessed through a creepy lamplit underground tunnel.
