Okay, I was born in '98. I think I watched this when I was 5-10? My dad had it on DVD, he had a lot of really unpopular movies/shows. It was a cartoon about these two kids (brother & sister) who moved to a new area around Halloween. They go trick or treating (I think the sister is a witch, can't remember the brother) and they meet a group of kids. There's a vampire, mummy, Frankenstein, a bat, and maybe a few other things. They become friends. The audience finds out that the group of monsters are really monsters, but the kids don't know. In another episode/film it was someones birthday, and they invited the brother and sister to the party. They played a weird game where they had a small guillotine and a doll. The spinner (I think it was a spinner) told you what part to chop off. I can't recall if the kids find out they're monsters or not. Does anyone remember this?!
