Young kids' fantasy movie with puppets and magic pendant, 80s or 90s

The movie stars two young kids (a boy and girl) who find a magic pendant in their house. They get transported to a fantasy world where most of the characters are puppets. They are not gritty Dark Crystal style puppets but more like Muppets. There is an evil snake puppet that antagonizes them. They befriend a furry monster puppet who almost dies at one point. They also befriend a magician (?) who has been cursed so that he has no body and is only a severed head that they carry around with them. He shows them how to make a yellow goo that will make a rope stick to rocks so they can use it to climb up a cliff. They return the magic pendant to a place where it fits into a slot for it in a rock at the end, and an older male character (maybe a king?) appears. Watched in the early 90s so may have been made in the 80s or early 90s.
