Camp where citizens must prove their worth to society

Movie starts with a woman in an electric wheelchair going up a mountain. Her wheelchair stops, so she calls social services to come get her. Next, a black helicopter picks her up by a tow rope, and she is swinging underneath it.

She is taken to a concentration camp where people are forced to prove their worth.

One person has always been on welfare, Ithink they are cut off.

An artist has accepted grants, but produced nothing. I think he is handed a gun and given the chance to kill himself.

Google isn't finding it for me: an anyone help?
