Car, housefly, traffic light, envelope?

There's a movie I watched a while back, and I've remembered a scene but I cannot remember what the name of the movie was. I apologize that I can't remember much about it, and I may actually be reciting it wrong, but I hope someone can help. There's a possibility that it may be from "The ABC's of Death", but I may be completely wrong. 

There was a scene where a man is in a car, driving by himself at night time. He pulls up to a red light. There's no other cars in sight, but it stays red. There's a housefly in his car, buzzing around him. I think there may have been a letter, envelope, or yellow folder in the car with him. There's some sort of surveillance going on. I believe he's afraid of being watched. There might be some aspect of the movie related to money/medical bills of some sort. I think he may have a brother or family member with a large role. 

Again, I have to apologize for my lack of details and general knowledge of such scene, but I really hope someone can help me because this has really been annoying me. Thank you for your time
