FBI or Government experiment for murder gone wrong?

I remember only what I saw in the trailer. I believe it was like the government or fbi but they had made an experiment and I believe they wanted to test its power so they made several people (like making dead ends to roads and stuff) and they end up all going to this building in the middle of no where (like the desert or something). I remember what the creature looked like, it was really tall and really big, is had a lot of hair all over its body and I believe it was black, it had a skull for its head and I believe it was some sort of hoofed animal's skull, it also had 3 huge (in width) fingers on each hand with huge (in width) claws. The people are tying to survive, I believe several of them die.
