Pre-90's horror - Artificially intelligent dogs do bad things

I remember a scene where dogs, probably two or three Dobermans, are left in the back seat of a car. They see another dog playing outside.  They unlock the car door, open it, run over and kill the other dog, then go back into their car, and shut and lock the door.  

I thought maybe they were hell hounds from the Omen series, but I just watched all three and that's not it.  I think maybe they part of an experiment to increase intelligence.

I saw this film probably in the early 80's, maybe the late 70's.  I saw it on TV or VHS, not theater.  I do not think it was a film about the dogs; I think they were incidental, maybe just a vehicle to foreshadow what the intelligence boosting would do to other subjects (people?  Apes?).

"Embryo"(1976)?

When you said late '70s, I thought it might be this one. It has a scene just like it, but involves only 1 Doberman. The full movie from Youtube is below and that scene starts at the 22:00 minute point.
