Film about Old man who helps two young boys as their father is a no hoper, any thoughts?

Movie about a grumpy old man  who lives next door to two boys. Their father is a waste  of space and leaves the boys at home alone while he goes to illegal dog fights with his bulldog at night. The father then sleeps throughout the day. One of the boys gets sick and The man reluctantly  feeds and looks after the boys. He may even buy one of them a jumper which annoys the dad.   He lives in a small house which is joined to house next  door.  At first  he doesn't  want anything  to do with boys but then becames attached to them. It a nice little film. I think the boys start bouncing a ball or something which annoys the man at the start. Sorry can’t remember any more details.  Any thoughts?

Was this a christian film? Did it feature a bully?

Not Christian film and I think the only bully was the boys’ father.

My guess it would be an American film. It’s a bit similar to gran Torino but Clint Eastwood wasn’t in it
