Movie from the 70s starring Robert Downey Jnr

I distinctly remember a movie from the late 70s, or maybe even 80s starring a young Robrrt Downey jnr. I dont really remember the storyline, other than he played a college student and it was in the midst of the Vietnam War.

In "Dear America: Letters Home from Vietnam (1987)" he only voices.

Tropic Thunder is from 2008 and most people wouldn't have recognized him during the movie.

I'm guessing Air America (1990):
actually i think i found the movie. its called 1969, made in 1989 and starred a very young Downey Jnr and Keither Sutherland.
